Mae'r Rheoliadau hyn, sy'n gymwys i Gymru, yn rhoi Penderfyniad y Comisiwn 99/842/EC ar waith, gan ddiwygio Penderfyniad 96/301/EC sy'n awdurdodi dros dro yr Aelod-wladwriaethau i gymryd camau brys yn erbyn lledaenu Pseudomonas solanacearum (Smith) Smith o ran yr Aifft (OJ Rhif L326, 18.12.99, t.68) drwy ddiwygio'r diffiniad o “the Decision” yn Rheoliadau Tatws sy'n Deillio o'r Aifft (Diwygio) (Cymru) 1998 (“Rheoliadau 1998”) (rheoliad 2(2)). Mae Penderfyniad 99/842/EC yn gwneud mân newidiadau i'r gofynion sy'n gymwys i datws sy'n cael eu mewnforio i'r Aelod-wladwriaethau o'r Aifft.
Mae'r Rheoliadau hyn hefyd:
(a)yn breinio swyddogaethau “the Minister” o dan Reoliadau 1998 yng Nghynulliad Cenedlaethol Cymru, i'r graddau y mae'r swyddogaethau hynny yn arferadwy mewn perthynas â Chymru (rheoliad 2(2)(b)); a
(b)yn rhoi'r term “Ralstonia solanacearum (Smith) Yabuuchi et al.” yn lle'r cyfeiriadau at “Pseudomonas solanacearum (Smith) Smith” yn Rheoliadau 1998 (rheoliad 2(3)).
