Cyhoeddusrwydd i ddeisebau dilys
13.—(1) Os yw'r swyddog priodol wedi'i fodloni bod deiseb yn ddilys, o fewn y cyfnod hysbysu, rhaid i'r swyddog priodol hysbysu Cynulliad Cenedlaethol Cymru a naill ai trefnydd y ddeiseb neu os yw'r ddeiseb wedi'i chyfuno yn unol â rheoliad 8(3) trefnydd deiseb pob un o'r deisebau cyfansoddol—
(a)o gasgliad y swyddog priodol; a
(b)y caiff refferendwm ei gynnal.
(2) Mewn achos y mae paragraff (1) yn gymwys iddo, rhaid i'r awdurdod gyhoeddi mewn o leiaf un papur newydd sy'n cylchredeg yn ei ardal hysbysiad sy'n cynnwys datganiad—
(a)bod deiseb ddilys wedi dod i law;
(b)o'r newid cyfansoddiadol a geisir gan y ddeiseb neu, yn ôl fel y digwydd, o'r newid cyfansoddiadol yr ymdrinnir ag ef fel pe bai'r ddeiseb yn ei geisio;
(c)o ddyddiad y ddeiseb;
(ch)bod y ddeiseb ar gael ym mhrif swyddfa'r awdurdod i aelodau'r cyhoedd ei harchwilio ar bob adeg resymol ac yn ddi-dâl;
(d)o gyfeiriad prif swyddfa'r awdurdod; ac
(dd)y bydd refferendwm yn cael ei gynnal.
