Mae Cynulliad Cenedlaethol Cymru yn gwneud y Rheoliadau canlynol drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 408, 537(1) a (4) a 569(4) a (5) o Ddeddf Addysg 1996(1) ac a freiniwyd bellach yng Nghynulliad Cenedlaethol Cymru(2), ac ar ôl ymghynghori â'r personau hynny yr oedd ymgynghori â hwy yn ymddangos i'r Cynulliad ei fod yn ddymunol yn unol ag adran 408(5) o Ddeddf Addysg 1996:

1996 p.56. Diwygiwyd adran 408 gan baragraff 30(a) a 30(b) o Atodlen 7 ac Atodlen 8 i Ddeddf Addysg 1997 (1997 p.44), paragraff 106 o Atodlen 30 ac Atodlen 31 i Ddeddf Safonau a Fframwaith Ysgolion 1998 (1998 p.31), paragraffau 1 a 57 o Atodlen 9 i Deddf Dysgu a Medrau 2000 (2000 p.21) a pharagraff 46 o Atodlen 21 a Rhan 3 o Atodlen 22 i Ddeddf Addysg 2002 (2002 p.32). Gwnaed diwygiadau perthnasol i adran 537 gan baragraff 37 o Atodlen 7 i Ddeddf Addysg 1997, paragraff 152 o Atodlen 30 i Ddeddf Safonau a Fframwaith Ysgolion 1998. I gael ystyr “prescribed” a “regulations” gweler adran 579(1).
