28. Os bydd y traddodwr neu ei gynrychiolydd, neu'r mewnforiwr neu ei gynrychiolydd, yn gofyn am hynny, rhaid i unrhyw benderfyniad a wneir i wrthod mynediad neu i newid yr amodau ar gyfer mynediad gael ei anfon ymlaen ato mewn ysgrifen gan y person sy'n gwneud y penderfyniad, gan roi'r rhesymau dros y penderfyniad a manylion ei hawl i apelio yn erbyn y penderfyniad, gan gynnwys y terfynau amser perthnasol.
