Gorfodi
3.—(1) Ac eithrio fel y darperir ar ei gyfer ym mharagraff (2), rhaid i bob awdurdod lleol orfodi a gweithredu, o fewn ei ardal, ddarpariaethau'r Rheoliadau hyn a'r darpariaethau Cymunedol penodedig.
(2) Caiff y Cynulliad gyfarwyddo, o ran ag achosion o ddisgrifiad penodol neu o ran ag unrhyw achos penodol, fod dyletswydd i orfodi a osodwyd ar awdurdod lleol gan y rheoliad hwn i'w chyflawni—
(a)gan y Cynulliad ac nid gan yr awdurdod lleol; neu
(b)gan y Cynulliad a'r awdurdod lleol yn gweithredu ar y cyd.
