Mae Cynulliad Cenedlaethol Cymru drwy arfer y pwerau a roddwyd iddo gan adrannau 24D(1A), 24D(2), 26(3A)(b), 26(4A), 26(5), 26(5A), 26(6), 26A(3), 59(5) a 104(4) o Ddeddf Plant 1989(1) a pharagraff 6 o Atodlen 7 iddi drwy hyn yn gwneud y Rheoliadau a ganlyn:—

1989 p.41. Mae'r pwerau hyn yn arferadwy gan yr Ysgrifennydd Gwladol o ran Lloegr. Trosglwyddwyd y gwaith o arfer y pwerau o ran Cymru i Gynulliad Cenedlaethol Cymru yn rhinwedd erthygl 2 o Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672) a'r cyfeiriad at Ddeddf Plant 1989 yn Atodlen 1 iddo.
