Mae'r Rheoliadau hyn yn cymhwyso darpariaethau penodol yn Neddf Dysgu a Sgiliau 2000 (“Deddf 2000”) (fel y'u mewnosodwyd gan Fesur Dysgu a Sgiliau (Cymru) 2009) at sefydliadau yn sector addysg uwch Cymru. Mae'r darpariaethau o Ddeddf 2000 sy'n cael eu cymhwyso (adrannau 33A i 33L, 33N a 33O) yn ymwneud â'r cwricwlwm lleol i bersonau 16 i 19 oed.
Mae'r Rheoliadau'n sicrhau bod personau 16 i 19 oed sy'n ymgymryd ag addysg uwchradd neu addysg bellach mewn sefydliad addysg uwch yn elwa ar yr un hawl i ddewis a dilyn cyrsiau astudio mewn cwricwlwm lleol â'r personau hynny sy'n ymgymryd â'u haddysg mewn ysgolion neu sefydliadau addysg bellach. Mae'r sefydliadau addysg uwch bellach o dan yr un dyletswyddau o ran darparu'r cwricwlwm lleol ag ysgolion a sefydliadau addysg bellach.
