Mae adrannau 134 i 139 o Bennod 1 o Ran 8 o Fesur y Gymraeg (Cymru) 2011 (“y Mesur”) yn gwneud darpariaeth ynghylch uniondeb cymeriad Comisiynydd y Gymraeg (“y Comisiynydd”) a Dirprwy Gomisiynydd y Gymraeg (“y Dirprwy Gomisiynydd”).
Mae adran 134 yn ei gwneud yn ofynnol i'r Comisiynydd a'r Dirprwy Gomisiynydd (a ddiffinnir at ddibenion Pennod 1 o Ran 8 o'r Mesur fel “deiliaid swydd perthnasol”) greu a chynnal cofrestr buddiannau. Rhaid i gofrestr buddiannau deiliad swydd perthnasol gynnwys ei holl fuddiannau cofrestradwy.
Mae adran 138 yn darparu pŵer i Weinidogion Cymru, drwy reoliadau, bennu pa fuddiannau sy'n fuddiannau cofrestradwy at ddibenion Pennod 1 o Ran 8 o'r Mesur.
Mae Gweinidogion Cymru yn gwneud y Rheoliadau hyn gan ddibynnu ar y pŵer a ddarparwyd gan adran 138 o'r Mesur. Mae rheoliad 2 yn cyflwyno'r Atodlen i'r Rheoliadau, sydd yn pennu buddiannau cofrestradwy deiliaid swyddi perthnasol
