Pwerau i atal rhag dod â cheffylau i fangreoedd eraill
11.—(1) Mae’r rheoliad hwn yn gymwys pan fo mangre yn fangre heintiedig a bod y Prif Swyddog Milfeddygol yn barnu ei bod yn briodol atal rhag dod â cheffylau i fangreoedd eraill oherwydd y risg y gallai feirws clefyd Affricanaidd y ceffylau ymledu.
(2) Caiff arolygydd gyflwyno hysbysiad i brif feddiannydd y mangreoedd eraill yn gosod y gwaharddiad sydd ym mharagraff (3).
(3) Y gwaharddiad yw na chaiff unrhyw berson symud unrhyw geffyl i’r fangre am y cyfnod hwnnw a fo wedi ei bennu yn yr hysbysiad, ac eithrio o dan awdurdod trwydded a roddir gan arolygydd milfeddygol.
(4) Caiff yr hysbysiad ei gwneud yn ofynnol i’r prif feddiannydd godi a chynnal a chadw’r cyfryw arwyddion yn y fangre fel y bo’n ofynnol gan arolygydd milfeddygol.
(5) Rhaid i arolygydd milfeddygol ddirymu unrhyw hysbysiad a gyflwynwyd o dan baragraff (2) os yw wedi ei fodloni, ar ôl ystyried y risg epidemiolegol, nad oes angen y gwaharddiad mwyach i leihau’r risg y gallai feirws clefyd Affricanaidd y ceffylau ymledu.
