Mae’r Gorchymyn hwn yn dwyn i rym, ar 21 Hydref 2015, Bennod 3 o Ran 3 o Ddeddf Hawliau Defnyddwyr 2015 (“y Ddeddf”) at ddibenion sy’n weddill.
Mae Pennod 3 o Ran 3 o’r Ddeddf yn ei gwneud yn ofynnol i asiantau gosod i roi cyhoeddusrwydd i ffioedd perthnasol yn eu mangreoedd ac ar eu gwefan (os oes ganddynt un). Mae Pennod 3 hefyd yn darparu ar gyfer gorfodi’r ddyletswydd gan bob awdurdod pwysau a mesurau lleol yng Nghymru.
Daeth Pennod 3 o Ran 3 i rym pan roddwyd y Cydsyniad Brenhinol i’r Ddeddf ar 26 Mawrth 2015 at y dibenion o wneud rheoliadau.
Mae adran 87 (gorfodi dyletswydd asiantau gosod i roi cyhoeddusrwydd i ffioedd) ac Atodlen 9 (dyletswydd asiantau gosod i roi cyhoeddusrwydd i ffioedd: cosbau ariannol) o’r Ddeddf wedi eu cychwyn yn y Gorchymyn hwn. Mae Atodlen 9 yn darparu gweithdrefn ar gyfer cosbau ariannol a sut i apelio yn eu herbyn.
