Mae’r Rheoliadau hyn wedi eu gwneud o dan bwerau yn Neddf Newid yn yr Hinsawdd 2008 ac maent yn diwygio Rheoliadau Codi Tâl am Fagiau Siopa Untro (Cymru) 2010 (O.S. 2010/2880 (Cy. 238)) (“Rheoliadau 2010”).
Mae Rheoliadau 2010, yn ddarostyngedig i eithriadau penodol, yn ei gwneud yn ofynnol i werthwyr nwyddau sy’n cyflenwi bagiau siopa untro at ddiben caniatáu i’r nwyddau hynny gael eu cludo ymaith neu eu danfon, godi tâl am bob bag a gyflenwir.
Mae bagiau siopa untro a ddefnyddir i ddanfon neu gasglu nwyddau ar hyn o bryd yn ddarostyngedig i esemptiad dros dro rhag y tâl. Mae cyfnod yr esemptiad dros dro wedi ei nodi ym mharagraff 1(1A) o Atodlen 1 i Reoliadau 2010. Daw’r cyfnod esemptio presennol i ben ar 8 Gorffennaf 2020.
Mae rheoliad 2 o’r Rheoliadau hyn yn diwygio Atodlen 1 (esemptiadau) i Reoliadau 2010 drwy estyn cyfnod yr esemptiad hyd 31 Rhagfyr 2020.
Diben yr esemptiad dros dro yw lliniaru, cyhyd ag y bo modd, y risg o drosglwyddo feirws COVID-19 (coronafeirws), drwy systemau danfon a chasglu, a chynyddu effeithlonrwydd systemau danfon, drwy ddefnyddio bagiau siopa untro i gludo nwyddau.
Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas â’r Rheoliadau hyn. O ganlyniad, lluniwyd asesiad effaith rheoleiddiol o’r costau a’r manteision sy’n debygol o ddeillio o gydymffurfio â’r Rheoliadau hyn. Gellir cael copi oddi wrth: Is-adran Ansawdd yr Amgylchedd, Adran yr Amgylchedd a Materion Gwledig, Llywodraeth Cymru, Parc Cathays, Caerdydd, CF10 3NQ.
