The Council, acting by a qualified majority on a proposal from the Commission, shall adopt the ‘uniform principles’ referred to in Annex VI.

In accordance with the procedure laid down in Article 19 and having regard to current scientific and technical knowledge, the necessary amendments to Annexes II, III, IV, V and VI shall be adopted.
