Annex A shall be amended by the Council, acting by a qualified majority on a proposal from the Commission.

Annexes B, C, D and E shall be amended in accordance with the procedure referred to in Article 15(2).

The rules for the implementation of this Directive shall be adopted in accordance with the procedure referred to in Article 15(2).
