[F1 Article 4 U.K. Greenhouse gas emissions permits

Member States shall ensure that, from 1 January 2005 , no installation carries out any activity listed in Annex I resulting in emissions specified in relation to that activity unless its operator holds a permit issued by a competent authority in accordance with Articles 5 and 6, or the installation is excluded from the [F2 EU ETS] pursuant to Article 27. This shall also apply to installations opted in under Article 24.]
