When a substantial rise or fall in prices is recorded on the Community market and this situation is likely to continue, thereby disturbing or threatening to disturb the market, the necessary measures may be taken.

Detailed rules for the application of this Article shall be adopted by the Commission in accordance with the procedure laid down in Article 43.
