25.SEAFO
25.1.All Community vessels operating in the South East Atlantic Fisheries Organisation (SEAFO) Convention Area, and targeting species not subject to the conservation and management regimes of other competent regional fisheries organisations, shall carry qualified scientific observers from 1 January 2006.
25.2.Member States shall take the necessary steps to appoint scientific observers and ensure that they are placed on board all vessels flying their flag or registered in their territory which are about to undertake fishing activities in the SEAFO Convention Area. Member States shall take the necessary steps to ensure that properly appointed scientific observers remain on board the fishing vessels to which they have been assigned until they are replaced by other scientific observers.
25.3.The master of a Community vessels operating in the SEAFO Convention Area from 1 January 2006 shall receive the scientific observer and co-operate with him in the performance of his duties during his stay on board.
25.4.Member States shall send to the SEAFO Secretariat by 1 May each year at the latest a comprehensive report in a format to be defined by the Scientific Committee of SEAFO, assessing the content of the reports of the scientific observers assigned to fishing vessels flying their flag. This report shall be forwarded to the Commission at the same time.
