Article 188Conditions for measures to be applied in cases of disturbances and implementing rules

The measures provided for in Articles 186 and 187 may be adopted:
a
provided that any other measures available under this Regulation appear insufficient;
b
having regard to the obligations arising from agreements concluded in accordance with Article 300(2) of the Treaty.

Detailed rules for the application of Articles 186 and 187 may be adopted by the Commission.
