All programmes under the transition assistance and institution building component shall be subject to interim and/or ex post evaluation, in accordance with Article 21 of Commission Regulation (EC, Euratom) No 2342/2002.

Prior to the conferral of management powers on the beneficiary country, both interim and ex post evaluations shall be carried out. These shall be performed by the Commission.

After the conferral of management powers, the responsibility for carrying out interim evaluations shall lie with the beneficiary country, without prejudice to the Commission's rights to perform any ad hoc interim evaluations of the programmes it deems necessary.

Ex post evaluation shall remain a prerogative of the Commission even after the conferral of management powers to the beneficiary country.

In line with Article 22 of the IPA Regulation, the executive summaries relating to interim evaluation and the ex post evaluation reports shall be sent to the IPA Committee for discussion.
