A constraint related to access and use shall be either or both of the following:
a set of conditions applying to access and use (8.1),
a set of limitations on public access (8.2).
This metadata element defines the conditions for access and use of spatial data sets and services, and where applicable, corresponding fees as required by [F2regulations 6(2)(d) and (e) and 7(3)(e) of the INSPIRE Regulations 2009 or, as the case may be, regulations 7(2)(d) and (e) and 8(3)(e) of the INSPIRE (Scotland) Regulations 2009].
