Member States and the Commission shall coordinate their efforts and cooperate in order to further improve the reliability of scientific advice, the quality of the work programmes and the working methods of the regional fisheries management organisations to which the Community is contracting party or observer and international scientific bodies.

Such coordination and cooperation shall take place without prejudice to open scientific debate and shall aim to promote impartial scientific advice.
