Article 1 U.K. Objectives

1. This Regulation establishes F1 ... rules to protect civil aviation against acts of unlawful interference that jeopardise the security of civil aviation.

It also provides the basis for [F2 an] interpretation of Annex 17 to the Chicago Convention on International Civil Aviation.

2. The means of achieving the objectives set out in paragraph 1 shall be:

(a) the setting of F3 ... rules and F3 ... basic standards on aviation security;

(b) mechanisms for monitoring compliance.
