The placing on the market and the use of controlled substances shall be prohibited.

Controlled substances shall not be placed on the market in non-refillable containers, except for laboratory and analytical uses as referred to in Article 10 and Article 11(2).

This Article shall not apply to controlled substances in products and equipment.
