For the purposes of this title:
‘harvesters’ shall mean natural or legal persons or groups of such persons who harvest grapes;
‘retailers’ shall mean any natural or legal persons or groups of such persons whose business activity includes the sale directly to the consumer of wine in small quantities, to be defined by each Member State, having regard to the special features of trade and distribution, but not those who use cellars equipped for storing and facilities for bottling wines in large quantities.
