The competent authority F3... shall ensure that up-to-date lists of establishments, plants and operators, referred to in the first subparagraph of Article 47(1) of Regulation (EC) No 1069/2009 are:

1. (a)

   drawn up in accordance with the technical specifications published on the F4website of the relevant appropriate authority;

2. (b)

   either entered in F5the appropriate computerised information management system or accessible by means of F5the appropriate computerised information management system as of 31 October 2021 at the latest.
