At the initiative of a F4relevant authority, F3support for rural development may support actions for preparation, management, monitoring, evaluation, information and communication, networking, complaint resolution, and control and audit. F10Support for rural development may be used by the F4relevant authority to support actions for the reduction of the administrative burden on beneficiaries, including electronic data exchange systems, and actions to reinforce the capacity of F4relevant authorityF7... and beneficiaries to administer and use those Funds. F10Support for rural development may also be used to support actions to reinforce the capacity of relevant partners in line with point (e) of Article 5(3) and to support exchange of good practices between such partners. The actions referred to in this paragraph may concern previous and subsequent programming periods.

Any programme may support technical assistance operations eligible under any other programme.

The Fund-specific rules may add or exclude actions which may be financed by the technical assistance F8under any programme.

Without prejudice to paragraph 2, F13the relevant authority may implement actions referred to in paragraph 1 through the direct award of a contract to:
