The prospective account holder F4must provide information as required by the national administrator, which F4must include, at a minimum, the information set out in Annex IV.

The F5Secretary of State may require as a condition for opening a person holding F6... account that the prospective account holders have their permanent residence or registration in the F7United Kingdom.

The F8Secretary of State may require as a condition for opening a person holding F9... account that prospective account holders are registered for value added tax (VAT) in the F10United Kingdom.

Within 20 working days of the receipt of a complete set of information in accordance with paragraph 1 of this Article and Article 24, the national administrator F11must open a person holding account F12... in the F13... Registry or inform the prospective account holder of the refusal to open the account, pursuant to Article 22.
