THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2018/956 of the European Parliament and of the Council of 28 June 2018 on the monitoring and reporting of CO2 emissions from and fuel consumption of new heavy-duty vehicles(1), and in particular points (a) and (b) of Article 11(1) thereof,
Whereas:
(1) Part A of Annex I to Regulation (EU) 2018/956 specifies the data to be monitored and reported by the Member States relating to new heavy-duty vehicles registered for the first time in the Union.
(2) In order to facilitate the matching of the data reported for each heavy-duty vehicle by Member States with those reported by manufacturers, Member States should report additional parameters related to the technical specifications of the vehicles.
(3) To allow for verification of the quality of the data reported by manufacturers of heavy-duty vehicles, Member States should also report the imprint of the cryptographic hash of the manufacturer’s records file included in the certificate of conformity of the vehicle.
(4) Part B of Annex I to Regulation (EU) 2018/956 specifies in its point 2 the data to be monitored and reported by manufacturers of each new heavy-duty vehicle.
(5) To ensure uniform reporting of information on manufacturers of components, separate technical units or systems, references to Commission Regulation (EU) 2017/2400(2) should be added.
(6) To allow the Commission to verify the quality of the data reported by manufacturers concerning the CO2 emissions and fuel consumption of the engine, manufacturers should also report the type-approval number of the engine.
(7) Annex I to Regulation (EU) 2018/956 should therefore be amended accordingly,
HAS ADOPTED THIS REGULATION:
Annex I to Regulation (EU) 2018/956 is amended in accordance with the Annex to this Regulation.
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

Part A is amended as follows:
the following points (g) to (n) are added:
for vehicles registereduntil 30 June 2021 where available and for vehicles registered from 1 July 2021 in all cases, the stage of completion, as indicated in the chosen model of the certificate of conformity in accordance with point 2 of Annex IX to Directive 2007/46/EC;
the vehicle category as specified in entry 0.4 of the certificate of conformity;
for vehicles registered until 31 December 2020 where available and for vehicles registered from 1 January 2021 in all cases, the number of axles, as specified in entry 1 of the certificate of conformity;
the technically permissible maximum laden mass, as specified in entry 16.1 of the certificate of conformity;

for vehicles registered until 30 June 2021 where available and for vehicles registered from 1 July 2021 in all cases, the specific CO2 emissions as specified in entry 49.5 of the certificate of conformity;
for vehicles registered until 30 June 2021 where available and for vehicles registered from 1 July 2021 in all cases, the average payload value as specified in entry 49.6 of the certificate of conformity;
the date of registration.’;
