Amendment of the Road Vehicles Lighting Regulations (Northern Ireland)

2.—(1) The Road Vehicles Lighting Regulations (Northern Ireland) 2000(1) are amended in accordance with paragraphs (2) to (8).

(2) In regulation 2 (interpretation)—

(a)after the definition of “abnormal load escort vehicle” insert—

“adaptive front lighting system” has the same meaning as in ECE Regulation 48(2);;

(b)after the definition of “daytime hours” insert—

“daytime running lamp” has the same meaning as in ECE Regulation 48;; and

(c)after the definition of “headlamp” insert—

“headlamp cleaning device” means a complete device with which all or part of the light emitting surface of a headlamp or an adaptive front lighting system can be cleaned;.

(3) In regulation 21 (obligatory lamps, reflectors, rear markings and devices)—

(a)in paragraph (1) for “paragraphs (2), (2A) and (2B)” substitute “paragraphs (2), (2A), (2B) and (2C)”; and

(b)after paragraph (2B) insert—

(2C) The requirements specified in paragraph (1) do not apply in the case of a headlamp cleaning device fitted to a lamp, other than a gas discharge headlamp or an adaptive front lighting system..

(4) In regulation 23 (optional lamps, reflectors, rear markings and devices)—

(a)in column 3 of item 13 after “Schedule 14” insert “Part II”; and

(b)after item 19 add—

20Daytime running lamps fitted on or after 20th May 2018Schedule 24A.

(5) In regulation 26 (maintenance of lamps, reflectors, rear markings and devices)—

(a)in paragraph (2)(a)—

(i)after head (viii) omit “and”; and

(ii)after head (ix) insert—

(x)daytime running lamp,

(xi)headlamp cleaning device, and

(xii)reversing lamp;.

(b)in paragraph (2)(b)—

(i)after head (v) omit “and”; and

(ii)after head (vi) insert—

and

(vii)front fog lamp,;

(c)in paragraph (3)—

(i)after sub-paragraph (c) omit “or”; and

(ii)after sub-paragraph (d) omit full stop and add—

; or

(e)a front fog lamp or daytime running lamp on a vehicle which was first registered before 1st March 2018..

(6) In Table 1 of Schedule 1 (obligatory lamps, reflectors, rear markings and devices) after “rear marking” insert—

Daytime running lampSchedule 24AA vehicle first registered before 1st March 2018
Headlamp cleaning deviceA vehicle not required by the Road Vehicles (Approval ) Regulations 2009(3) to be fitted with a headlamp cleaning device.
Reversing lampSchedule 14A vehicle not required by the Road Vehicles (Approval ) Regulations 2009 to be fitted with reversing lamps..

(7) In Schedule 14 (requirement relating to optional reversing lamps), before the schedule head “Requirements relating to optional reversing lamps” insert—

Regulations 21, 23

PART IRequirements relating to Obligatory Reversing Lamps

1.  Obligatory reversing lamps must comply with the requirements of section 6.4 of ECE Regulation 48.

(8) After Schedule 24 insert—

SCHEDULE 24ARequirements related to daytime running lamps

Daytime running lamps must comply with paragraphs 4, 5, 6, 7, 8 and 9 of ECE Regulation 87..
