2. Part I of Schedule 7 to the Act (goods and services excluded from section 50) is altered by the substitution for paragraph 7 of the following paragraph—
“7. International carriage by air, otherwise than on a charter flight (that is to say, a flight on which the whole capacity of the aircraft is available for purchase by one or more charterers for his or their own use or for resale).”
