32. A Certificate of Registry (including a valid temporary registration certificate) shall be a certificate of paper or official paper within the meaning of the Sea Fisheries Act 1868(1) and a `document relating to the boat' within the meaning of the Sea Fisheries Act 1968(2) (and as such must at all times be carried on board the vessel).
