5.—(1) Section 165(3) to (9) of the Act and section 194(4), insofar as it relates to the repeal of sections 312 to 314 of, and Schedule 12 to, the Housing Act 1985(1) shall come into force on 1st March 1990.
(2) The repeal mentioned in paragraph (1) above does not have effect in relation to any financial year beginning before 1st April 1990.
