2. Section 153(1) of the Environmental Protection Act 1990 shall be varied by the addition of the following subparagraph:—
“(n)the programmes of regional and islands councils in Scotland, as local authorities exercising functions under the Sewerage (Scotland) Act 1968(1), for the carrying out of works to improve the quality of inland, coastal and relevant territorial waters, as defined in section 30A of the Control of Pollution Act 1974(2), or otherwise to benefit the environment.”.
