2. Subject to the saving in article 3, the following provisions of the Greater London Authority Act 1999 shall come into force on 1st January 2001:—
(a)section 82(3), in so far as it is not already in force;
(b)section 423, in so far as it relates to the repeals in Part I of Schedule 34 relating to sections 39(1)(f) and 65(3) of the Local Government Finance Act 1992(1).
