2. 2nd September 2002 is the appointed day for the coming into force of section 79(1) of the Care Standards Act 2000 for the purpose of giving effect to the following provisions of Part XA of the Children Act 1989(1), namely—
(a)section 79P(3); and
(b)section 79P(4)(a) to (c).
