3. This Order applies to the whole of the borough of Reigate and Banstead except—
(a)the entire length of the M25, including its on and off slip roads, within the borough;
(b)the entire length of the M23, including its on and off slip roads, within the borough;
(c)the A217—
(i)from the northern boundary of the borough to its junction with Green Lane, Lower Kingswood, except for the layby at The Parade, Burgh Heath; and
(ii)from its junction with Stubbs Lane, Lower Kingswood, to its junction with Blackhorse Lane, Lower Kingswood; and
(d)the A23—
(i)from its junction with West Avenue, Salfords to the junction with Chestnut Road, Horley;
(ii)from the northern boundary of the borough to a point 110 metres north of its junction with Netherne Drive; and
(iii)from its junction with Dean Lane, Hooley to its junction with Harps Oak Lane, Merstham.
