4.—(1) Section 209(5) (unauthorised payments surcharge) shall be modified as follows.
(a)in paragraph (b) delete “and”;
(b)in paragraph (c) after “the scheme administrator” add “and”;
(c)after paragraph (c) add—
“(d)the sub-scheme administrator,”.
