138.—(1) Section 20 (complaints procedure in respect of the Commissioner) is amended as follows.
(2) In subsection (4)—
(a)for “Assembly” substitute “Welsh Ministers” and
(b)for “its” substitute “their”.
(3) In subsection (5) for “Assembly” substitute “Welsh Ministers”.
