Explanatory Memorandum sets out a brief statement of the purpose of a Statutory Instrument and provides information about its policy objective and policy implications. 2. In Schedule 2 (other required terms), in paragraph 17(3) (application for inclusion in a list of patients), omit “a medical card or”.
