51. In section 31 (education and training for persons aged 16 to 19)—
(a)in subsection (1) for “Council” substitute “National Assembly for Wales (the National Assembly)”;
(b)in subsection (3) for “Council” in each place substitute “National Assembly”;
(c)omit subsection (3)(e);
(d)omit subsection (4).
