71.Mae adran 143 o Ddeddf 1983 yn gwneud darpariaeth gyffredinol ynghylch rheoliadau, gorchmynion a rheolau. Mae adran 40 o’r Mesur yn ychwanegu is-adrannau newydd yn adran 143 o Ddeddf 1983.
