(1)Cyn gwneud gorchymyn neu reoliadau o dan adran 3 neu reoliadau o dan adrannau 4, 5 neu 6, neu rhoi canllawiau o dan adran 7, rhaid i Weinidogion Cymru ymgynghori â'r canlynol–
(a)Asiantaeth yr Amgylchedd;
(b)pob awdurdod lleol;
(c)unrhyw bersonau eraill y mae Gweinidogion Cymru yn barnu eu bod yn briodol.
(2)At ddibenion is-adran (1), mae ymgynghoriad sydd wedi ei wneud cyn pasio'r Mesur hwn yn cael effaith fel pe bai wedi ei wneud ar ôl ei basio.
