3(1)Rhaid i'r Panel gyfarfod o leiaf unwaith bob blwyddyn galendr.
(2)Cworwm y Panel yw tri a rhaid iddo gynnwys y Cadeirydd neu'r Is-gadeirydd.
(3)Y Cadeirydd(neu, yn absenoldeb y Cadeirydd, yr Is-gadeirydd) sy'n llywyddu yng nghyfarfodydd y Panel.
(4)Caiff aelodau'r Panel (yn ddarostyngedig i ddarpariaeth a wneir gan y Rhan hon neu yn rhinwedd y Rhan 8) reoleiddio gweithdrefnau'r Panel.
(5)Rhaid i gwestiwn sydd i'w benderfynu gan y Panel gael ei benderfynu mewn cyfarfod o aelodau'r Panel drwy fwyafrif o'r pleidleisiau sy'n cael eu bwrw gan yr aelodau hynny sy'n bresennol yn y cyfarfod.
(6)Os yw nifer y pleidleisiau ar gwestiwn sydd i'w benderfynu yn gyfartal, mae gan y person sy'n llywyddu'r cyfarfod ail bleidlais neu'r bleidlais fwrw.
