45.Mae adran 16 yn gosod dan ba amgylchiadau y caiff Gweinidogion Cymru wrthod cais am amrywiad lleihau a than ba amgylchiadau y mae'n rhaid iddynt ganiatáu'r cais. Cânt wrthod y cais os yw'r awdurdod wedi methu â rhoi gwybodaeth yr oedd yn ofynnol iddo'i rhoi. Mae'n rhaid iddynt roi cyfarwyddyd os ydynt yn cytuno â barn yr awdurdod bod yr amod a osodir yn adran 14 yn bodoli, a rhaid iddynt wrthod rhoi cyfarwyddyd os nad ydynt yn cytuno â hynny.
