Proceedings for an offence under any of the provisions of this Act shall not be instituted except by the Department or a constable.

Article 10 of the Road Traffic Offenders (Northern Ireland) Order 1996 (NI 10) (time for bringing summary proceedings for certain offences) shall apply to an offence under section 5(2) or 17(1).
