The Department may by order make such incidental, supplementary, consequential, transitional, transitory or saving provisions as it considers appropriate for the purposes of, in consequence of, or for giving full effect to this Act or any provision of it.

An order under this section may amend, repeal, revoke or otherwise modify any statutory provision or document.

The power conferred by this section is not restricted by any other provision of this Act.

An order shall not be made under this section unless a draft of the order has been laid before, and approved by a resolution of, the Assembly.
