8.—(1) Subject to sub-paragraph (2), in Articles 5 to 28 for “Department” (wherever it occurs) substitute “enforcement authority”.
(2) Sub-paragraph (1) does not apply to—
(a)Article 8(3) and (4);
(b)Article 18(6);
(c)Article 21(8);
(d)Article 24(1).
