Sections 1 to 5, sections 18 to 21, this section and section 23 come into operation on the day after the day on which this Act receives Royal Assent.

The other provisions of this Act come into operation on such day or days as the Department may by order appoint.

The Department may by order make such transitional, transitory or saving provision as the Department considers appropriate in connection with the coming into operation of any provision of this Act.
