The Department may, if it thinks fit, before determining any claim under Article 3 or Article 4 or before reconsidering such a determination under Article 6 appoint a person to hold an inquiry into any question arising on the claim, or any matters arising in connection with the claim, and to report on the question, or on those matters, to the Department.
