The Department may, in accordance with arrangements approved by the Department of Finance and Personnel, grant to the owner of a derelict site a sum not exceeding one-half of any expenditure which the owner may incur with the prior approval of the Department for the purpose of restoring, or improving the appearance of, the site.

The Department may, with the consent of the owner of a derelict site, arrange with a voluntary body to assist that owner to restore, or improve the appearance of, the site.

The Department may, in accordance with arrangements approved by the Department of Finance and Personnel, make a contribution towards any expenses which a voluntary body may incur in providing assistance under paragraph (2).

In relation to a derelict site acquired under Article 6 the Department may agree with a district council in whose district the site is situate that—
a
the council shall carry out such work as appears to the Department to be necessary to restore, or improve the appearance of, the site; and
b
the expenses of the council in carrying out work of the kind referred to in sub-paragraph (a) shall be defrayed by the Department.
