4.—(1) Each board shall have a teaching appointments committee and a library committee and may appoint such other committees as it considers necessary.
(2) A teaching appointments committee shall be constituted in accordance with the provisions of Part I of Schedule 3 and a library committee shall be constituted in accordance with Part II of that Schedule.
(3 )F1 Each board shall prepare and submit to the Department for approval a scheme specifyingF2... the procedure to be followed by its teaching appointments committee and a scheme specifying the functions to be performed and the procedure to be followed by its library committee and the functions of a library committee specified in any such scheme shall include the preparation from time to time for submission to the board of estimates of expenditure to be incurred by the board in its capacity as a library authority.
(4) A board may authorise its teaching appointments committee and its library committee and any other committee appointed by it under paragraph (1) to appoint sub-committees for such purposes[F3 of the committee] as the board may approve and any such sub-committee may contain members who are not members of the board or of the committee which appointed the sub-committee.
(5) A board may authoriseF4... any committee of the board all the members of which are members of the board to perform specific functions on behalf of, and in the name of, the board.
(6) Except as provided by [F5 a scheme under Article 153 of the 1989 Order], a board shall not authorise any committee any member or members of which are not members of the board or a sub-committee to perform functions on behalf of, or in the name of, the board.
